Conclusion of Packaging and Packaging Waste Regulation trilogue negotiations

15 MARCH 2024

On Monday 4 March, the European Parliament and Council agreed on a provisional compromise text for the Packaging and Packaging Waste Regulation proposal.

Reuse obligations:

-flexible packaging in direct contact with food is excluded from the re-use targets;

On the ban of certain packaging formats:

-certain single use plastic packaging formats, such as packaging for unprocessed fresh fruit and vegetables, packaging for foods and beverages filled and consumed in cafés and restaurants, individual portions (for e.g. condiments, sauces, creamer, sugar), would be banned from 1 January 2030.

Next Steps: The provisional agreement will be submitted to the member states’ representatives within the Council (Coreper) and to the Parliament’s environment committee for endorsement. If approved, the text will then need to be formally adopted by both institutions, following revision by lawyer-linguists, before it can be published in the EU’s Official Journal and enter into force. The regulation will be applied from 18 months after the date of entry into force.
