EU Member State Ministers for Foreign Affairs held an EU Council meeting in the trade configuration on 14 July, where the main subject of discussion was EU-US trade.
According to the meeting report from the Council, the EU Member State Ministers have broadly supported the extension of the suspension of the first set of EU countermeasures (additional tariffs on US imports worth about EUR 21 billion) from 15 July to early August, in order to provide more room for negotiations.
“In parallel, preparations for possible additional countermeasures have been stepped up, and the Commission could present the relevant proposal(s) if circumstances require.”
In the press briefing following the meeting, the Commissioner for Trade, Maroš Šefčovič, confirmed that the Commission was today (14 July) sharing with the Member States its proposal for the second rebalancing list of goods (in response to the US reciprocal tariffs), and this will now give Member States the opportunity to discuss this proposed list. This list covers approximately EUR 72 billion of US exports to the EU. (Press briefing: https://www.consilium.europa.eu/en/media-galleries/fac/2025-07-14-fac/?slide=0)
