European Commission public consultation on its policy on Rules of Origin

The evaluation seeks the feedback from stakeholders on whether the rules are fit for purpose in terms of the definition of the country of origin, mechanisms for proof or demonstration of origin, and systems of verification by competent authorities.

Rules of origin are used to determine the ‘nationality’ of imports for the purposes of trade and other policies. This evaluation is meant to assess whether the EU’s non-preferential rules of origin (for goods not entitled to tariff preferences) are still fit for purpose in light of current EU policies and decide whether they need to be modernised. It also assesses implications for rules of origin used in preferences granted unilaterally by the EU, like the Generalised Scheme of Preferences.

There is a questionnaire and an open section to give feedback.

The consultation is open until 02 December 2025.
