The EU has published an initiative aiming to allow authorities from non-EU countries to start using the electronic agricultural non-customs formalities system (ELAN) in 2026. The current rules only allow authorities in EU countries to use the ELAN system for exchanging documents - on a voluntary basis - as of 2026. Its use will become mandatory in October 2028.
The draft act will be published in the near future, and the adoption is planned for the first quarter of 2026.
